I apologize if this has been posted, but i could not find it. My niece is graduating this saturday and the university is using a city-owned convention center for the commencement. I have been informed that the university police will post 30.06 and 30.07 signs on the day of the event. Is this valid? It does not, to my understanding, meet the requirements. It is not a sporting event, and the property does not have 30.06 or 30.07 signs placed by the city.

I believe TPC 46.035 a-2 gives us the answer:
(a-2) Notwithstanding Subsection (a) or Section 46.03(a), a license holder commits an offense if the license holder carries a handgun on the campus of a private or independent institution of higher education in this state that has established rules, regulations, or other provisions prohibiting license holders from carrying handguns pursuant to Section 411.2031(e), Government Code, or on the grounds or building on which an activity sponsored by such an institution is being conducted, or in a passenger transportation vehicle of such an institution, regardless of whether the handgun is concealed, provided the institution gives effective notice under Section 30.06.
I'm assuming this is a public university or community college. If so, if the venue is posted for the event, I'd say it is off limits.

Private or “independent” schools and universities can post, no matter who owns or runs the venue, and it seems that the law backs them up.

But that begs an interesting question: what happens if there are signs and a large police presence? Unless there are metal detectors, too, the chances of being detected with good concealment are pretty small. But they are not non-existent. The University of North Texas, a public school, has decided in its policy to post its music venues including the recital hall in its music school. The intent of the law for public universities to post certain locations based on safety was to exclude guns in chemistry labs, student mental health clinics, MRI machines that may be at a Med school, and extremely sensitive areas such as the nuclear reactor on A&M’s campus... not music concerts and music school graduation ceremonies because of liberal feels.
There is no way that a public school could post an off-campus location simply because there are chemistry, psychology, and Med school students graduating, and have that hold up legally.
Concealed means concealed.
