The above link states that the .45 pistol that the Saugus, CA shooter used was a ghost gun, created by buying 80% of it, then buying the 20% of the other needed components to enable it to be a working firearm.

I may be showing my naivete here, but the only 80% situation I am aware of is when you are building an AR-15.

Is there actually an 80/20 set of purchases that an underage (< 21) boy can make, and construct a .45 pistol?

Or did the news media cross-pollinate the story when the LEO's said it was a ghost gun?

It seems to me if the shooter actually built his own pistol, that he could have had a promising career doing something technical. Of course, not now.
