DUI with Class B

If someone had a DUI in Texas about 5 years ago which was a Class B misdemeanor.

When, if at all, are they eligible to apply for their LTC?

Except for family violence, misdemeanor convictions are disqualifying for five years. (This does not include multiple alcohol-related misdemeanor convictions within 10 years of application for a license.)

Isn't it 5 years after the final disposition?
