Ok if you buy an 80% lower and the parts to finish it that's a crime, but if you buy an 80% lower then buy the part to finish it separately that's legal? Or do you have to buy the lower after you have the parts already?

And to the 80% lower and the lower parts have to be in the same kit, or can you order lower parts kit at the same time as long as its not included in the same kit as the 80% lower.

And 80% lowers, again specifically ruled acceptable and now not so much ...
