I wonder when that was shot? If Applegate was in his late 60s in the video, that would place it around, what, 1982 or so? Maybe mid-80s if he was in his early 70s?

Not sure when it was shot, but COL Applegate lived a long time (84) and was active into the 90's... publishing his last books in 1998.

From what I can tell it was filmed in 1992 and released in 2013

So Rex would have been 77 or 78, or thereabouts. Maybe it was just that the resolution wasn't great that I thought he was 10 years younger than that.
