Popped right out to me but as I don't have a subscription to NR I can't comment.

The author talks about the new XM5, the higher powered round, and the Sig company. He mostly goes on about how the 5.56(.223) has been touted as a "high powered rifle" by the gun grabbers but the military, and many state game departments, consider it underpowered for hunting medium size game including deer and pigs. He then dissects the Sig company (apparently there are 3; one Swiss, one German, and one USA) and comes to the conclusion that the new rifle is "American-made" in New Hampshire but the company is global.

Not really much, just an author taking a poke at the anti-gunners using the new military contract.
