I have a friend who just did a third renewal from a CHL school in Grand Prairie (don't know the name), and his class consisted of a review of the new laws just passed since his last renewal, and the shooting test. Maybe this is what txi is alluding to as a reduced cost method to provide pictures, notaries, and fingerprints with a minimal law update.
