CHL Handbook in Word and OpenOffice.org Format

Someone had posted looking for the CHL handbook in PDF format that had text internal to it or even in word *.doc format so it could be cut and pasted from. SeamusTX had drug up and found the desired pdf file. I cot and pasted the document into Open Office, touched up the formating and converted it to the borg's Word format.

I still have some issues. There are duplicate entries for duplicate bills. This doesn't seem right. I want to link the whole document together so that a click from the table of contents other references will bring one to the proper place.
If any one finds any issues with this pleas let me know so that I can fix it.

The legislature passed some conflicting bills this year. I guess they want to keep the Court of Appeals busy.
