You should be able to submit any photo that is passport acceptable. That means you can take the picture yourself if you have the equipment. You can usually get passport photos taken at the post office, or you can go to a local Wal Mart portrait studio.

Just a few options.

I might be wrong so I hope an instructor will provide a correct answer. I thought the photos needed to be signed by the person who took the finger prints. You may need to call your instructor about it.

Good point...
Does it have to be the person who took the prints, or just the person who took the photo?

They already have evidence that the person pictured is the person owning the prints.

The letter he received should tell him what to do.

I am curious as to the REASON for the rejection.

That seems to logical for a bureaucracy. Are you sure they won't want the new photos signed also?

Were you standing in a wheat field when he tok a picture or maybe had a wheatfield in the background, maybe you need to switch to white bread instead of muti grain or wheat bread, until we find out what's causing xcess grain in your pictures we must cover all bases "rlol"

I always go by and get a passport photo taken while I am dressed in suit, instead having one taken at the time of the class.
