That's an odd one. I don't know that there is a requirement to have your DL number on the CHL, since there's no requirement to have a DL in the first place.

I don't see how he would loose it. This is a mistake by the license issuing agency, NOT him. It isn't like he altered the license and removed it.AEA wrote:GC 411.179 Form of License

I would call as soon as possible and let them know the issue, get a name of the person, and see what they say. I am sure they will issue a replacement.

I did not suggest it was his fault. It is however his fault if he does not take care of it immediately and by regulation the license IS NOT VALID!

I really doubt that it is truly considered invalid. It the agency in charge of issuing these sent it out, and the license was obtined legally, then just because there is an error on it, it should make it invalid. I don't think anyone is really going to be that picky if his DL information matches the rest of the info on teh CHL.
With that said, I would again suggest calling, seeing what the agency recommends, and get a name of the agent so if any questions come up you have a preson to refer to. I imagine they will issue a corrected card.

I really do not want to argue this point any further.....but let me suggest this to you.......
Forget about CHL......
If you are driving with a DL that has an incorrect address on it, what happens when you get stopped? You get either a warning or a ticket for INVALID License .....yes....INVALID because it is not correct!
The same applies to a CHL that is not correct....in any regard.......IT IS INVALID!
Best to consider this from a LEO's point of view instead of a CHL holder's view.
The CHL he is holding IS NOT VALID. You and I have told him to contact DPS, but he is "too busy". This will get him in trouble!

I agree we are debating semantics on what is considered invalid. In your scenario, if you have changed your address, but not made the attempt to change you DL, then you are at fault. If the agency issued it incorrectly, it needs to be corrected, but if you are given a ticket it would be a defense to fight it because it was not your fault. (Yes you should get it corrected.) I would agree that license is invalid due to incorrect information.
There is another difference here; the DL/ID number is just not present on his CHL. That is, the license does not have the information on it, not incorrect information. Same would be for a DL if there is missing information. It is still a license issued to the individual and has correct information for any that is present. Does it really make it invalid if information is missing? We don't know officially. I guess that might be a good question for the LEO's on here, and is definitely a question to the DPS.
