Exactly right. To be imported, firearms must either have a "sporting purpose", or be collectible. On something with such a limited production run as this thing has, a "collectible" determination will be case-by-case.
There's no such restriction for domestic manufacture.
Someone in Michigan was prosecuted for having one of these and not registering it. (Michigan doesn't technically have "registration", but they have a mandatory "safety inspection" that amounts to the same thing.)
