I think you are looking for an ankle holster. There are tons of them, in quite a few styles actually.

I tried my ankle holster with pull up boots. It didn't work out for me. The holster held the gun too low on my leg, and I had to put my hand down inside my boot to draw. But that might work for you if your boots are loose enough at the top. My ankle holster works well with slacks and dress shoes though.

I like the .380. I have 7 of them so far.
I carry a keltec P3AT, which suits me fine.
I will probably buy the Ruger when they become more available.
Recently bought an American Arms Escort .380 - nice gun, a little longer, very slim. Last made in 1995.
But my favorites are my Llama .380s. They are about the length and height of a Bersa, but about as thick as a Keltec.
And it's a 1911, in perfect miniature. The trick is to find a nice one made in the 1940s - wood grips, no rib on the slide.
That's not as hard as it sounds. I've bought 4 of them in the last year, for $175 - $270. Image
