Can't really put my finger on it, but something about this article is off Seems like they wrote in such as a way as to confuse the facts.

Favorite quote from the article, regarding reactions to Texas House Bill 2112, passed in June 2007:

Scott-Bonner said that despite the new law, school districts have the authority to remove the student from the campus grounds for having a concealed weapon in a vehicle. An arrest can be made if the gun is left unconcealed or if a gun is found on a person.

"What our attorney has shared with us is that it wouldn't be a crime, but we could address it in our student code of conduct," she said. "We can remove the student from the campus based on discretionary removal."

The law also applies to individuals who are not students.

"It's not a well-known fact, but individuals are getting wind of it because it's not just students — it's for everybody. When individuals start hearing about it, they start panicking," said Scott-Bonner, referring to the possibility of firearms on campus.
Sounds more like he is trying to invoke panic.

HB2112 does not create an offense for merely "exhibiting" or failing to conceal a firearm on campus. It must be exhibited in a manner "intended to cause alarm or personal injury." In short, the "exhibiting" must be both intentional (not merely leaving it exposed in the car) and there must also be an intent to cause alarm or personal injury. That's a far cry from what the article implies.

If a CHL is carrying a handgun, this law does not trump TPC §46.035(a) that requires us to keep it concealed.

It looks like I need to send another Open Records Request.

Tex. Ed. Code §37.125 wrote:§ 37.125. EXHIBITION OF FIREARMS. (a) A person commits
an offense if, in a manner intended to cause alarm or personal
injury to another person
or to damage school property, the person
intentionally exhibits, uses, or threatens to exhibit or use a
firearm:
  • (1) in or on any property, including a parking lot,
    parking garage, or other parking area, that is owned by a private or
    public school; or
    (2) on a school bus being used to transport children to
    or from school-sponsored activities of a private or public school.
(b) An offense under this section is a third degree felony.

I've read that paragraph at least 5 times now, and I'm still no closer to figuring out what the person was trying to say.

From what I understand, armed people are already allowed on school grounds, they're just not allowed inside the buildings. The paragraph quoted is missing information, but it will allow legal CHL carrying citizens to be inside buildings. The thing that people are freaking out about is the lack of information. The quote is making it look like anyone with a gun will now be legal on campus. Please correct if my info is wrong or unintelligable.

all sarcasm aside on my end... the implication is that the idea of others (meaning us CHL holders and/or "travelers") in the parking lot with concealed guns will cause panic amongst the students and thus their parents. That is how I read his statement.

Is he saying the campus police don't carry firearms on campus because people start panicking?

think of the children... no, really, Mr. school board guy... think about the children, and focus on giving them a decent education that teaches them the greatness of this nation, and this state, and don't waste time worrying about a gun locked in a car in the parking lot that isn't going to hurt anyone.
