Address Change

I want to update the address on my CHL and I came across the link below:

Unfortunately in order to proceed further, I must have a pin number. I've already sent in my request, and I'm waiting for dps resonse.

It looks like you can now update your address online (instead of mailing a form). Can anybody confirm this? Also, does it still cost $25 to update your address online ?

I changed my address online. If i recall correctly, it did still cost me $25. Also, once i received the new plastic, I had to mail my old one back.

Why? I thought that was only required for a modified (GC 411.184) license, not a duplicate or renewal license.
