I think the point is illustrated. When you draw a line using your opinion based on "comfort", you infringe. So what if I don't (yet) have my plastic? I own a gun and have it with me in public; it's ludicrous to think that I would be intentionally ignorant of or intentionally disobey safe handling rules, to say nothing of state law. Why? Because I do not want to go to jail. Very simple.
