The Constitution defines some rights and limits the government from interfering in the free exercise thereof, but they are first and foremost human rights, applicable to all.
I agree with you that many rights are basic human rights given by the Creator. I think these posters are trying to highlight that foreign individuals have no right to enter our nation without our consent, and that military groups doing so constitute a particular threat.
