I've never been asked this question, nor did officers in my agency ask it.
If it's happening consistently in certain areas, it may be as a result of training within an individual agency.
IMHO, there's nothing wrong with the question. The motorist's demeanor and microexpressions during the answer may give the officer information that is pertinent to both his safety and whatever he's investigating. Although there is no requirement to answer it, failing to do so will almost certainly influence how the rest of the stop is managed.
