I have a Korean friend who jokingly offered to 'Wok' my dog for me.

Coyotes?
Coyotes are well-known for eating cats. We've seen some in our area and have had quite a few cats disappear.

Having been stationed in Korea (Camp Humphreys - 607 Combat Comm Sq), and having gone to the market in town, it was a rather disgusting (and common) thing to see skinned cats and dogs (and other critters) hanging up for purchase just like a chicken, etc. That is ONE OF THE HUNDREDS of reasons that I didn't leave a single thing in Korea that I would have a reason to return to retrieve.
The other is the pig farms to the North and East of Camp Humphreys. Not nice in the winter...unbearable in the summer.

I was confused by the comment from the Harris County District Attorney's Office saying it is not against the law to kill cats. Is that because they were roaming free? Is the rule the same for dogs roaming free in public not on a leash?

It was in early 2007. He shot a feral cat. The cat did not die immediately. An operator of the San Luis Pass toll bridge claimed to own the cat. Those facts made the shooter liable for a charge of felony animal cruelty under the law that was in effect at that time.
His case went to trial. The jury deadlocked. The judge declared a mistrial. The DA decided not to retry the case.
It probably cost the defendant the price of a new Cadillac Escalade.
I can't say this often enough: Injuring or killing an animal can be a felony. Some people (potential jurors) are absolutely irrational about these issues. The defendant received credible death threats. The cat lovers and bird lovers were at each others' throats for years.
I doubt that whoever is doing this in Houston would steal pet animals. It's not necessary to take the risk, with all the feral animals around. My neighbor used to feed them. Sometimes he had 20 cats waiting for breakfast. If one dies or is caught, another one takes over its territory quickly.
BTW, in reference to an earlier message, not all animals are livestock. Livestock are defined in law as cattle, donkeys, horses, mules, pigs, sheep, goats, domesticated birds intended for human consumption (poultry), and some exotic species. These definitions are strewn around various places in the statutes.

Killing someone's pet is a no no.

Someone started a rumor via email that a certain Chinese restaurant in the town I lived in was serving dog meat. Supposedly, an inspector saw a skinned dog in the refrigerator during an inspection.
Of course, it wasn't true, but the damage was already done by the time it was proven to be false. The restaurant almost had to close from a lack of customers, however, after it came out in the paper what someone had done to them everyone started going back there to eat.
Therefore, an happy ending!
