Anyone here have the capability of running a buyer tag for owner name/address?

Technical correction:
Instead of DPS, call TxDOT. The Department of Transportation handles registrations in Texas. I believe, but I am not positive, that there is a policy for the local county tax assessor (where you go to renew your registration) to provide this information for a nominal ($5.00) fee.
Note that this is only possible for the new serially numbered buyer's tags. The old tag had the owners information handwritten but could only be traced to the dealer who sold the car (the p-number was his dealer number).

The old "drive out" tags were supposed to have the expiration date
written in large numbers. Drive out tags were good for <date of purchase +
21 days>. So if you saw one that expired more than 21 days later, someone
was ignorant of the law, or intentionally scamming, maybe so they would not have
to buy insurance.
My gas station guys used to refer to these as "21 day free gas" cards since most of their
drive offs had drive out tags.
The new ones have more traceable numbers, but they're small and hard to read.
While we're talking number plates, I hate the new 7 character series that the state has
started to issue.
Instead of 2 simpler styles:
ABC-1234 (North Carolina) or 1AAA234 (California)
Texas went with the harder to remember alphanumeric style: BB1-K567.
