Question about residency....please help

There is a young man in my shooting group that posed this question on another forum. I wasn't sure, but figured someone here would have a better knowledge of residency requirements.
Allright here is the deal. You have to be a Texas resident for 6 months to qualify for a CHL. I have lived in Texas my whole life, but went to school in Arkansas for a year. I had a Arkansas DL for one year and just now got my Texas DL back one month ago. When I was getting my texas DL the lady told me that I was still in the system and they where just going to issue me a new DL, like I lost it, She said. Now the Question. Am I still eligible to take my CHL class or do I have to wait for 5 months??? Is there anyway to find out before I take the class and get denied a CHL because of this?
It shouldn't pose a problem, correct?
I will gladly pass on any help to him. Thanks in advance.

I would email DPS and pose the question. Sounds to me as if he is OK. I am not certain if this is the case, but if he paid Arkansas resident tuition, he may have to wait 6 mos. If he paid non-resident, he might be OK.

If the guy still has his ORIGINAL DL number then he's probably OK, BUT he will have to be honest about his former addresses and employers on the application. I'd just put a little note off to the side saying (attending college) or something to that effect.

I believe the 6 months residency requirement was abolished in the TX Legislative session two years ago and became effective Sept. 1, 2003. DPS should be able to affirm.

I took my CHL course with a friend that had been attending college in Massachusetts for the past 3 years. We sent our paper work off at the same time and he got his license one day before I did so there couldn’t have been any major problems. He just listed his address in Massachusetts and put “Attending School� in parentheses. I don’t know what his residency status is in Mass. I know he been called for jury duty, but up there if you register for a library card you are eligible for jury duty.

Greybeard is right you can apply for the CHL as soon as you establish residence.
