Oh, point granted! I was going to make some mention of that aspect in my comments but just forgot it.  Realistically, the only reason to discount is because you want to preferentially attract a certain type of customer, likely due to a perceived benefit TO YOU or your store. LEOs typically get 50% off at restaurants because the restaurants value having a uniformed cop around their place... they probably have the idea that it might reduce the likelihood of trouble.  I guess you could hope for the same from CHL holders, but I'm pretty sure CHL holders don't have the same impact on crime reduction as the presence of a uniformed officer.  Otherwise, CHL holders are just (hopefully) a pleasant group to do business with.
