I would guess that if you already have a licence, regardless of whether you have taken steps to renew it or not, you are not able to submit a fresh application. I would expect that you will need to renew your now expired original licence. This is just speculation, and I am sure someone here will know for sure. I doubt DPS like giving poeple duplicate ID #s.
