I don't think DPS breaks it down like that anymore. The info you are asking for was on the DPS website until about three years ago. I think it disappeared about the time that a few newspapers around the nation started printing lists of CHL/CCL holders names. I believe it was the following year that we got anonymity enforced by the DPS.
I saved one of the .pdf files for 2003 or 2004 with the county break downs. Several counties out west had nearly triple the amount of CHLs as they did LEOs. Ward county was one of those.
I lost the file, somewhere along the way.

Total count as of 2008 is 316,085 active CHL.
