This is from the August meeting of the Public Safety Commission on 8/21/2009. I was hoping to look at the transcript from the September 17 meeting but it's not available at this point. But this gives an interesting insight into the inner workings of DPS concerning CHL. I found it very interesting.
The portion of the transcript pertaining to CHL begins on P. 268 and ends on P. 274.
Here's an exert: "in 2007, 7,300 applications per month; 2008, it jumped up to 8,700 applications per month, and then so far in
2009, it's been over 12,000, specifically 12,300 applications received per month. " "...."Obviously, the backlog -- what are we doing right now, about 12,000?"......"MR. MUELLER: Right now, we are about 16,000 behind,..." [remember this the transcript of the meeting of August 21]

Sounds to me like they need to be processing 615 applications or more every day just to keep from falling further behind!

I totally agree. And did you see what was said about the Harris county bottleneck? Amazing. No wonder the folks from there were so up in arms.
