You would not be able to ship directly to a FFL in California.

Moreover, any non-California FFL must first enroll in CA's California Firearms Licensee Check (CFLC) Program. Some are unwilling to do this. Then they must apply for a Firearms Shipment Approval number for each shipment to CA.

Many FFL's, though I can't say about those in California, will accept a shipment from an individual.

Call the California dealers that your brother deals with. If you find one that will accept a handgun shipped from an individual, you will save the transfer fee on your end.

Depending on how much the shipping FFL charges, this could be false economy: dealers have access to much cheaper shipping options than individuals do. A non-FFL shipping a handgun can expect to pay $60-70, but a dealer can send it for under $25. If they charge the typical $20-25 for their services, you'd save money using a dealer.
