These charts might help diagnose some of your issue:

At 7 yards, the charts might be your answer. Also, have you adjusted for the hold-on-target aim as opposed to a 6-o'clock hold for the Heine sights?

I had the same problem with my carry Glock, until I realized the rear sight was sliding freely in the dovetail> :banghead:
