It's highly likely that the officer's words were being used with the author's own slant.
He may have very well spoken highly of her, but none of that was quoted in the paper. Reporters are bad about that kind of thing.

The NRA & TSRA are a bargain; they're much cheaper than the cold, dead hands experience.
