Moving to Texas from Arkansas/CHL
I am originally from Texas, but moved to Arkansas two years ago for work. While living in Arkansas, I changed my residency from Texas to Arkansas, and acquired my Arkansas CHL. Now it looks like my job will be moving me back to Texas sometime at the end of summer, or early fall, and I'd like to know the process for surrendering my Arkansas CHL, changing my state of residency back to Texas, the time limits involved (I believe I have to have a valid Texas DL for 6 months before applying?), and completing the necessary training/application process for acquiring a Texas CHL. I spoke with a customer service rep. at the Texas state CHL office, and they weren't of any real help, the only "real" information I was able to get was that there was no CHL transfer process; I'd have to re-apply, but wasn't told what that actually included. Any help/advice would be greatly appreciated. Thanks in advance!

That's a question best answered by whoever issued your Arkansas CHL. Some states allow you to keep your license if you move out of state. Some don't.jcharper wrote:I'd like to know the process for surrendering my Arkansas CHL,

You can take the Texas CHL course at anytime. I would get a Texas drivers license and apply online with DPS then sign up for the class. Read the book on the application page and make sure you meet all the requirements except the six months residence.
(a) I have established legal residence in the state of Texas for the preceding six months (resident license only) or
(b) I am eligible for a license as a non-resident under Section 411.173(a)
GC §411.173. NONRESIDENT LICENSE. (a) The department by
rule shall establish a procedure for a person who meets the eligibility
requirements of this subchapter other than the residency requirement
established by Section 411.172(a)(1) to obtain a license under this
subchapter if the person is a legal resident of a state another - state
or if the person relocates to this state with the intent to establish residency
in this state.
Read the last sentence if you get a Texas driver's license then you intent to establish residency.

Right now he's a "legal resident of another state" and qualifies for the nonresident license.

I would find out how long you can carry on your Arkansas license after you move to Texas then apply for your Texas Resident CHL there a number of States that won't recognize a non-resident license. Call the CHL helpline, it is a phone bank, and ask for them to have someone in the CHL department to call you. You can't call directly but they said at the CHL Instructor class they will return calls it may take a day or two to get a call back.

Good point.
