I got mail from DPS today. It says they are missing two things; my photo holder and photos signed by me and the person who took my fingerprints. I had my fingerprints taken by L-1. They took a photograph, but they never asked me to sign it. I sent the state two photos, signed by me, but those were returned in this mail.
What am I supposed to do now? The letter says I have 90 days to comply or start over. Do I call them to straighten this out? Pay for another set of fingerprints? Give up?

Maybe a silly question, but did you put the photos in the photo holder? With L-1, I believe you are the only one who has to sign the photo. You might give Austin a call on Monday morning to see what they have to say. They might be able to shed some light on your situation.

Call DPS they told us you didn't have to have the photos signed by anyone if you used L1. Some one may have not gotten the memo.

Thanks for the answers. I need to go back and look at the website, because I recall that a photo holder was one of the requirements, but I don't recall there being any explanation of what that meant. I thought it meant something to hold the photos in (silly me), so I sent in the photos in the photo holder that CVS put them in. By the time I got my status update I had been reading the forum long enough to realize that the photo holder was actually a form that you had to sign, so I printed it out, filled it in and sent it to them. Then I got the letter.
I also don't recall there being any instructions about having to get the passport photos signed by the fingerprinter, but maybe I just missed it.
In any case, I'm going to call Austin on Monday and get clarification.

if you sent in photos, rather than using FAST, you have to sign the back of the photos
I'm confused. I used FAST. I also sent two photos with my signature on the back of them. But I thought FAST only did fingerprints. Did they also send a photo?

My wife did her fingerprints at L1 - FAST on May 28th, they also did her photos and electronically sent them to the DPS.
Did they have her sign the photos? The place we went didn't do that.

According to the instructor at the CHL Instructor school the photo that is taken by L1 is to document whose fingerprints they took. You still need to get the photos taken and download and sign the photo holder sign the back of your photos put the photos and the holder in an envelope and include the envelope with your paperwork you send in.

I did all of that except to send the photo holder in. That was sent certified mail return receipt requested on 6/23. So I guess I'll call them on Monday and try to find out what I need to do.

That is how I understand the process as well. I'm glad to have some confirmation, thanks!
Update. I spoke to a DPS person by phone on Monday. He told me that they had hired some new people and they were not up on the new procedures. He stated that because I used FAST I did not need to get the fingerprinter to sign my photos. I did ask me to send the two photos that I sent them back to them, which I will do tomorrow.
So, I expect there will be some confusion for a little while until the new procedures are well understood by everyone.
