CHL instructor
I am looking to become a CHL instructor, how exactly do i go about this?

You have to apply for the next CHL Instructor class by going to the DPS website and paying the $100 fee. You will then receive a packet in the mail that lists the documents you will have to send back to DPS. Even if you have a Texas CHL, you will have to submit new fingerprints, but not photos. If you want to take the shorter course, you will have to provide copies of your teaching credentials as well.
The procedure I outlined may change in the near future, due to the improvements DPS has made in their handling procedures. They are focusing on CHL application procedures at this time and will include instructor procedures at some point in the future. It's possible they will not require fingerprints if you have a CHL, but I don't have any information now.
