Legal Age to purchase Powder?

I am needing to pick up some powder in the "city" (45 miles nearest place). My son who is 19 is going tomorrow and was wondering what the age limit for buying primers and powder?

As I just found out its 21, I would have guessed 18. I only found out looking at a midway catalogue that said sales of power/primers are restricted to 21 and over. Might just be them but I would guess it not. You can always call ahead and ask.

I have reloaded since i was 18. Never had an issue buy powder or primers from local gun store.
