Carry on a university capmus
I have a question regarding concealed carry on a university campus. I know TPC states:
"On the physical premises of a school, an educational institution, or a passenger transportation vehicle of a school or an educational institution, whether the school or educational institution is public or private"
However, in my CHL class, my instructor said that "premises" only included the buildings and did not include sidewalks, parking lots, etc. He stated that it would be OK to carry anywhere except inside the buildings. Is this a correct statement?

As a general statement, that is correct, with exceptions. (How is that for a lawyer's answer!?) The only time carrying on campus outside a building is prohibited is if you are carrying on the grounds where a school sponsored activity is being conducted. Examples would include a fraternity gathering outside a building, or a car wash in the parking lot, etc.
Also note, a parking garage is a building, but it's expressly exempted from the definition of "premises" so you can have your gun in a parking garage.
Bottom line: Leave your gun in the car and you should be fine.

§ 46.03. PLACES WEAPONS PROHIBITED. (a) A person commits
an offense if the person intentionally, knowingly, or recklessly
possesses or goes with a firearm, illegal knife, club, or
prohibited weapon listed in Section 46.05(a):
(1) on the physical premises of a school or
educational institution, any grounds or building on which an
activity sponsored by a school or educational institution is being
conducted, or a passenger transportation vehicle of a school or
educational institution, whether the school or educational
institution is public or private, unless pursuant to written
regulations or written authorization of the institution; (emphasis added)
c) In this section:
(1) "Premises" has the meaning assigned by Section 46.035.

(3) "Premises" means a building or a portion of a building. The term does not include any public or private driveway, street, sidewalk or walkway, parking lot, parking garage, or other parking area.
Also note, a parking garage is a building, but it's expressly exempted from the definition of "premises" so you can have your gun in a parking garage.
Bottom line: Leave your gun in the car and you should be fine.

I called Texas A&M UPD and they said garages and walking around outside is fine.
Inside is off limits. This seems to coincide with what you were taught.

Have dealt with Champions on more than a few occasions, as well as took my CHL class there. I am an ex-cop and like to think I know my Penal Code very well but Mike beat me out on one subject!
I made good though and after looking it up and finding out I was wrong I went back and let him know that I had been so. They are a great place at a great price and I recommend them to everyone I know for CHL and firearms purchases.

My posts on this website are worth every cent you paid me for them.
