Reloading dies to Germany?

I have family members in Germany who would like me to get them some handgun reloading dies. I know I can get the dies but can I actually bring them to Germany in my luggage? My wife is flying there next week but I kinda don't want to get her arrested!!
Anyone have any experience with this?

I suspect they may fall under the International Traffic in Arms Regulations (ITAR). These are the same regulations that has the Russian girl (Anna Fermanova) in deep kimchi.
