Fairground property appears to be owned by the county per the tax records and by-laws of the Fair Association. If so, then they shouldn't be able to enforce a 30.06 (if posted.) The only thing that I could see is if they a 51% sign covering the whole fairgrounds. If not, then you might be cautious of a 'beer garden' area where they would have it roped off as 51%.

Maybe others that have been before can advise.
