Any hope for a non-resident CHL for a Canuk in TX?
The non-resident clause in the TX CHL laws appears to apply only to residents of other states, not other countries. Is there any hope for my Canadian friend who owns a company in TX and visits here quite frequently? My friend has a "restricted" permit in CA which allows the ownership of restricted weapons, like ... a handgun.

I'd say he won't get one.
For a non citizen to get a CHL he must produce a "green card" issued by the DHS with a valid alien ID number and be a legal resident.
I think the visitor status will prevent him having that, but if he does, then maybe he will be ok...
Best thing is to call the DPS and ask... they are helpful.

The Canadian restricted permit only allows you to own a restricted weapon, and does not allow a person to carry the weapon concealed. The permitee mut notify the provincial firearms administrator anytime the firearm is to be removed from the permitted storage and transported to a point of use. The exact time and date of the transportation of the permitted firearm must be provided to the administrator , and the transportation permit must accompany the firearm during the event. The firearm must be returned to the permitted storage place in the allotted time frame. Canada basically has no concealed carry provisions. Any handgun with a barrel length less than 3.75 inches is a restricted weapon. There are other restrictions as well including caliber.
Canada will not let law abiding citizens to carry in their country, why should we let them carry here?
Americans can not bring pistols into Canada unless you have an invitation to attend an organized shooting competition.
I was in Edmonton 2 weeks ago, staying in a hotel downtown. A man was shot and killed 2 blocks from the hotel by some of the "Bloods" gang. The Canadian national paper quoted sources saying even though the Bloods killed him, there is not a gang problem in Edmonton. I guess gang members can own handguns without a permit too.
