My brother has a trip down to Houston tomorrow. Needs to go to the warehouse district at the Port of Houston. Anything to stop CC?

The guards at the gates probably wouldn't approve. All ports are secure areas comparable to an airport or prison.

They don't even like people taking photos outside the fence.

He needs to find out if his destination is inside or outside the secure area.

If it's just for one day, you can be escorted by someone else with a TWIC card.
