People already have posted "The Chart" by rob_s from m4carbine.net forum. That's the blueprint to go by.
The common consensus is that Colt, Noveske and LMT make the best, and are considered as first tier.

2. I don't know that there is a "best" out there, but there are a lot of tier 1 guns. Colt is what pretty much all others are judged against, but BCM, Noveske, LMT, Daniel Defense, Larue and Spikes Tactical all make tier 1 quality ARs. Spikes has their LE carbine for $799 and it's a great top shelf rifle for the money.

4. Do some research on what you plan to do with it. Don't know if you are planning any NFA goodness with it but research carefully because a lot of things change when SBRs and suppressors come into the mix.
