When I got my FL permit years ago, we had a short class in the corner of a gun show, then went to the mobile trailer range and fired a single round from a pre-loaded revolver (satisfied the "safely handle and discharge" part).
Florida may very well become the next Utah here.

When I applied for my Florida permit, I provided a copy of an NRA training class certificate, in lieu of attending a "short class" like the one you mentioned.

It sounds like you weren't comfortable with the class and you imply it might not have met the letter and/or spirit of the Florida statute. Did you report the folks running that class to the FL division of licensing (Dept. of Agriculture and Consumer Services)?

I was fine with the class. It had some of good information, most significantly pointing me toward a really good reference on FL gun law. As far as I was concerned, it met the requirements because I got my permit. I found the shooting portion somewhat humorous, but it got me the required certificate.

When Utah allowed non-resident applications, wasn't that a 4 hour class and no shooting?

That four more hours than MPA carry requires.
