I saw an article in the Austin American Statesman about Halloween parties
in the 6th street entertainment district
It said that no weapons were allowed in the area
I don't know if this includes CHL on the street
as long as they stay away from drinking alcohol
and stay out of 51% establishments

I don't believe that applies to CHL carriers who are not carrying in properly posted 30.06 or red 51% areas.

Just about every venue along 6th Street is off limits (51%) to CHL holders, and the laws against intoxicated carry always apply . . . but I don't see what legal basis they have to prevent a sober CHL holder from walking down a public street.
They will be looking for visible weapons (swords, maces, clubs, guns, etc.) and if they're not something harmless like Nerf material problems may ensue.
