Gang Tagging Texas Vehicles
Received an e-mail notice that gangs are tagging the vehicles of likely Texas gun owners so that they may be broken into later to steal guns. Does not seem that likely or feasible to me, but whatever. See the attachment for more info.

the veracity of this report cannot be verified, it has all the hallmarks of an urban legend. did you get this as an e-mail attachment? or did you find it on a website?

Those marks are from the tire manufacturer--marking heavy spot in the tire.
