I was renewing my NRA membership and I was offered a $35 credit offer when I apply for NRA branded VISA CC. I renewed and no $35 VISA apps was offered
What went wrong? Bait and Switch, or phony offer? Or, I just wait and I will get the offer in the mail/email?

They will apply a $35 credit to the VISA statement on your first bill of over $35.
