"Application completed - license issued or cert. active

My birthday is March 28th (in two days). After checking on-line daily, finally I am told "Application completed -- license issued or certificate active". If my card does not come by March 28th, am I still good to carry with my old license since my license has been issued and/or my certificate is active? I am afraid I know the answer
