Agree with all but the last sentence. PA has a lot going for their laws to be sure, but their open carry laws are that you can OC in some cities and not others,

Philadelphia is the only city in the state with any exceptions to their CHL laws. I've spent a lot of time in PA with little time in Philly -- 99% of the state is just fine.
