The laws in the state of California regarding the sale and transfer of firearms are made from the crushed spirits of reason and logic. While the ATF certainly imposes rules and regulations, there are heaps of other regulations in CA that must be followed. I don't know any of them, and since I'm not a subject of that regime, I don't care to. Hence: "I'm only versed in the Federal laws and the laws of Texas for firearms." It's also possible that NM and AZ have additional laws regarding such sales (i.e., who to send a copy of the ATF Form 3310.12 to). That was my point - each state may (or may not) impose additional rules and guidance to any ATF rules and guidance.

For twenty years or until the dealer goes out of business.
I had to send my bound book and all records to the ATF when I closed. But that was 40 years ago.
But if you believe that the administrations, past and current, aren't illegally keeping records, how about some ocean front property in Arizona.
