When could it happen
Well lets just say a ban is put in place or anything is done when is the soonest it could happen? Me and few friends were talking about it and one buddy said it couldn't go into effect until Sept. of 2013. Honestly I don't know politics very well so was just wondering if he was correct?

It all depends on how it is constructed. TBH, 3 days ago, I thought we were for sure going to get an AWB of some sort, but I think cooler heads may actually prevail. There are some excellent threads on M4C following the drama, and one pointed out that the US is in a much better place in regards to 2A issues. Many states have shall issue carry permits, and the AR is quite possible the most widely owned weapon in the US, along with a Glock pistol.

I'm not familiar enough with federal laws to know if there is a typical time they become effective. Since your friend thinks Sep. 2013, I think he is thinking about Texas laws. A lot of those do become effective on September 1, of the year they are passed.

September effective dates are a Texas tradition. Federal laws can go into effect any time, including immediately after signing. Some Federal laws even have retroactive effects.
