I’ve never owned an AR-15, but from what I’ve gathered from talking to others that do, it seems like it would be a great hobby to build my own. Does anyone have any thoughts on that, including some “how to” sources, and/or recommendations on specific parts?
I believe the lower receiver is the only part that is serialized and must go through an authorization process before purchasing. However, I don’t know how purchasing a lower receiver – or any other part – would be impacted by the “assault weapons” bans currently being discussed. Does anyone know how they were impacted by the previous ban, and/or how they may be impacted by a new one?

These rifles/assemblies are the target of the looming gun ban as are most firearms.
They are easy to build. I have built three.
Right now if you are planning on starting this process you are a tad late. Good luck finding parts at reasonable prices.
The previous ban covered certain characteristics. The manufacturers were easily able to adjust product lines to avoid them and still produce the parts/assemblies. The California ban is till in effect. The national ban lapsed.
The looming legislation once passed will have no such provisions. Everything will be illegal. You will either comply to the new law or you will be a criminal.
Are you an NRA member or member of any other pro-2A group? Note I said Pro-2A because lots of collectivist marxist commie pinkos are pro gun but anti second amendment. Even the infected pustule in the white house has claimed to be pro2A so there is no accounting for liars.

You're very late to the game Mike. If you knew exactly what parts you wanted for your build right now, you'd probably find it impossible to find all the pieces. Virtually everything is sold out or back ordered. And what is in stock has likely been marked up to reflect the increased demand.
As far as picking pieces goes, there are many threads here... do a search and start reading. Ask specific questions as you go.
As for the proposed AWB, there are several threads running worth reading. The net is that 1. It's impossible to predict what, if anything, will pass. All that can be commented on is what has been proposed... and that proposal is the anti's extreme initial proposal. It's likely that if something did pass, it wouldn't be as severe (it would still be bad news, regardless)... 2. As proposed, AR's would be required to be registered under NFA. Similar to a machine gun. $200 fee, fingerprints, background check, etc. Tyranny, basically.

I actually own a 3d printer and was going to PRINT my own AR15, BUT I didn't because it would be almost impossible or at least very difficult to prove that the gun was made before the ban if a ban takes place after you make the gun. That's assuming that they don't force you to sell all AR15s to the government. Considering that a complete polymer lower costs $165 http://www.lw15.com/ and a complete upper costs $720 (cmmg), the complete rifle costs $885. Since the trigger parts kit costs $65 (cmmg), all the polymer parts cost $100 (lower receiver, pistol grip, buttstock). It costs me $50 to print it, so I'm only saving $50 for possible jail time?! No, thank you! I'm just going to buy it instead of printing it and building my own!
And I suggest you do, too. It seems that the cheapest way to get an ar15 in this wacky ban fearing market is to buy a complete lower kit and put it with a complete upper kit.

I have a lower, but i'm weathering the storm to finish it. They won't ban semi auto rifles. Boehner just said from now on anything coming up would go through the full House process, where Republicans have control. Obama is going to have a hard time getting anywhere. If you look, there are, and have been, bills presented to drastically restrict gun rights, but they've never gone anywhere. I don't see that changing now. The only politicians who are vocally bailing on their pro-gun status are Democrats... No big loss there. They'll be voted out soon enough.
