The difference is, as her website says, there are only 40k permits in CA, so not many people carry. A lot of those are judges, DA's, political types, reserves, ect. My dad got one because he was a search and rescue reserve deputy. In CA the permits are issued by the county vs. state, so in So Cal forget having one unless one of the above criteria. They will stamp them in red where I came from with "not valid in county courthouse" I REALLY despise her.
