I have 2 new-issue mags and they've never malfunctioned on me. You want the green followers.
They probably won't stand up to the punishment that a Pmag will, but if you don't plan to park a deuce-and-a-half on them, you should have no problem with them.

assuming they are his legally and not US Govt property you should buy them if he is asking a reasonable price. For the right price the follower doesn't even matter as that can be replaced. Used standard mags I'd be looking at $10 or less per mag for a reasonable price. I already have mags though....
Given the current climate the ask might be higher and you should pay what you feel you are comfortable with to get some mags. Otherwise you may be out of luck as mags are extremely hard to come by at the moment. Then there is also the dice roll of a large capacity mag ban which could leave you with nothing better than 10 rounders available in the future.

I'd buy some to have on hand just in case. I would suggest getting a couple of high end mags and some of those. I have a couple of HK mags that can take a beating and easy to load. I have been looking though and hard to find those now...well really hard to find much of anything these days.

not horrible if they are in decent shape though. There are 20rd mags still in stock right now at pk arms as another options. they are just under $30 which isn't a great price but they have them in hand.

OK, how would anyone know if a mag was gov't issue. At least when I was in, they had no markings.
I (stupidly) sold mine with my first AR. I took them home with me when I was discharged.
The funny thing was, when you got to a unit, you always scrounged up six "good" magazines and six "crap" magazines. The "good" ones always stayed home when we went to the range. The way the range worked, you would turn over your magazines, they would put them in a huge pile. The range detail would then load them and take them to the firing points. Since everyone showed up with crap magazines (so they wouldn't lose their good ones), malfunctions were rampant.
I swear, I didn't see a magazine in four years that didn't look as old as I was. Our rifles weren't much better. They had little parkerizing anywhere and the"teeth" on the end of the stock were worn smooth. The first thing I said upon buying my first AR was "Wow, so that's what an AR is supposed to feel like".
All our stuff probably dated to the early 80's with the exception of our M2's which dated to the 40's and 50's and our Mk19's which were brand new.
