CHL number

Is there any correlation to the number on your CHL in regards to the number of CHL holders?

Mine is 0XXXXXXX. I originally got my first license in 1997 and let it lapse (never again)

I don't remember my original number, so I have nothing to go by.
04/01/2013 - Online application
06/22/2013 - Plastic in hand
75 days - mailbox to mailbox
03/17 - renewal - 42 days plastic in hand

I thought the original application packets were sequentially numbered but I heard that's no longer true, If it ever was.
I sincerely apologize to anybody I offended by suggesting the Second Amendment also applies to The People who don't work for the government.
