I guess when someone has the drop on you. You may not have the opportunity to draw. But sometimes when someone says that, you don't need to delay any longer.

I often wonder about this as a LEO. Can you, with your gun drawn, successfully identify a weapon coming out of a BG's pocket and still pull the trigger? On average you'd need about 1/2 second. I see why LEOs end up shooting "unarmed" people just on this basis alone...
